Doubting whether the Najasat has transferred to your body or cloth or not, does not make your body or cloth Najis. You can consider everything as Tahir unless and until you know for sure that it is Najis.

Yes, we are allowed to touch any part of our body even if it is impure, but if our hand or the impure part was wet, then our hand becomes impure also and needs to be washed with water to be pure again before performing Prayers.
