Every one is allowed to give charity from his own earned income with out permission from his father or mother etc as far as his father and Munther are not in need for that charity money for their own livelihood expenses.

If the husband has allocated this money exclusively to his family, and for the wife to spend it on their household, then no, she cannot spend it on other things. If the husband gives his wife money, without specifying, then she can do with it what she wishes. 

However, it would always be best for her to consult with her husband, and for the husband to honour his wife's family by financially assisting them within his capacity.

I can't quite figure out the Arabic text of these quotations in English, in order to discuss them, so it would be helpful if you could write the exact texts in Arabic, or give a reference.

The closest narrations that come to mind are:
* It is narrated that the best form of ibadah is love for the Ahl al-Bayt (A). 
* There is a narration in the Sunni books that a man who is bodily injured by someone (such as in a fight) and forgives that has offered a form of charity to the person who injured him. 

Anyway, there are a lot of hadith attributed to the Prophet (S) saying "the best form of worship is..." and "the best form of charity is...", and sometimes different things are mentioned.

From this, one gets the sense that the intent behind the text is often to say that "this is a good thing to do" and encourage people to do it, not that there is a hierarchy of different types of charity or worship, and only one of them is at the top.

(Except in a case where the text is very clear that this is the absolute best thing to do and specifies that it really is meant to be better than anything else.) 

Of course, there are many hadith encouraging charity (whether it be material assistance, or other forms of generosity such as kindness or assistance), forgiveness, and love (apart from love towards the vicious or enemies of God).

The most important conditions of Tawbah (repentance) are:

1. To really repent the sinful act and,feel sad and sorry about it.

2. To firmly decide not to do it again,

3. Immediately returning the rights of others if the sin involved rights of others. No Tawbah can be granted with out these conditions which are obligatory and compulsory.
It is very important to seek the Waseela of the Prophet (SAWA) and Ahlul Bayt (AS) in getting our supplication and Tawbah accepted by Allah, as we read in Quran Sura 4, Verse 64 (Had they when they did wrong, come to you, and begged Allah for forgiveness, and the Prophet prayed for their forgiveness, they should have found Allah accepting their repentance and Merciful). No doubt, when the Prophet is no more among Muslims,BT heir real successors Ahlul Bayt are in his place.
Giving Zakat and Khums is obligatory on those who have. Giving charity is always good and helps in purifying ourselves from sinful acts.
