At what point will a woman no longer require her father's permission to marry?

A woman who is now nearing age 30 still lives with her parents and has never before been married. They do not feel they are responsible for helping their daughter marry and become offended when she insinuates that they have not helped her. They say she is baaligh and that it is her issue to solve. However, when a good suitor comes for the girl, the girl's mother does estikhara on her own accord and begins to ruin the potential match for the daughter because of the result of that estikhara, eventually making the girl leave the boy. Is the mother's estikhara valid? Does the daughter need the father's permission at this point where he says she is baaligh and it is not good problem if she ever marries. This pattern has repeated for many years.
