Bismihi ta'ala
The general Islamic law for women applying perfume at a time where a non-mahram male would be in their presence, indoors or outdoors, is impermissible. We have numerous traditions that censure such a women, and the issue is not based on her intention of wanting to attract or not.
If the perfume is mild, and does not have that strength that others will notice, or be drawn to, then it will be permissible.
