The matter of reciting Quran during Salah differs whether the Salah is obligatory or recommended. In the obligatory Prayer, we must recite Sura Al-Hamd and another full Sura. If we want to recite part of Sura, we can do so after reciting the full Sura as reciting Quranic verses during Salah is always permissible.
In recommended Salah, it is remissible to recite Sura Al-Hamd only and we are allowed to recite another full Sua or a part of Sura after Al-Hamd.

In our salah the whole surah must be recited and not parts of it which other sects do. For example you can recite Surah Al-Baqarah in your obligatory salah, but it must be in full.
As for duas from the Quran in your qunut, reciting a part is ok
