Yes, if a sister can advise another in a good and kind way then she should do so. 

“And the believing men and the believing women, they are guardians to one another; they enjoin good and forbid evil...” Quran 9:71 

The ‘turban hijab’ isn’t considered as a valid form of hijab as it exposes the neck. This has unfortunately become a new trend due to so called hijabi youtubers. It is upon the educated sisters within the community to inform the women of the correct hijab.
