1. Just a letter from the husband or his attorney does not mean real Islamic Talaq unless Talaq has been pronounced properly in front of two pious witnesses along with all other conditions of Talaq ( Husband should not be forced to divorce, wife should not be passing her menstrual period, etc)

2. Iddah of Talaq is obligatory on the wife for three periods of menses or three months after she knows about Talaq, no matter how much time they were separated.

3. If the wife is old enough that she has no menstrual period at all, then she has no Iddah after Talaq.

4. If the marriage was only been recited but never consummated, then no Iddah after Talaq.

The moisture which is emitted because of foreplay is called Mathi مذي and is not Najis and it does not even break Wudhu. Semen gushes out in ejaculation. If no ejaculation, then no Ghusl is obligatory. If the wife reaches climax orgasm just because of foreplay, then Ghusl will be obligatory on her.

If husband and wife have sexual intercourse, Ghusl will be obligatory on both of them even if no ejaculation or orgasm took place as far as the penetration took place.

There is no female circumcision in Shia Islam, which is the Islam of the Prophet Muhammad (SAWA) and his Holy Progeny Ahlul Bayt (AS).

In some African societies, they cut a part of the private part of the female , which is according to their culture. It is Haraam ( forbidden) do that when it causes harm to the female. 
Circumcision is only for males and it is called in Arabic Khitaan. There is no Khitaan for females at all. All we have in our books for females  is Khafdh which is not circumcision at all. Khafdh is not recommended in religion but it is a cultural practice among some societies. Khafdh is removing part of the skin on female private part.

the Qur'an says: "And tell the believing women to restrain their looks and guard their chastity and do not disclose their beauty except what is apparent and hit their khimars over their bosom" (24:31).

Some scholars have interpreted the expression "do not disclose their beauty (zinah)" in reference to the hair also.

The khimar is a veil that covers the hair. Some have interpreted the "hitting over the bosom" of the khimar as "covering the face" indicating the passage of the veil from the top of the head to the chest but it is a minority view.

The Qur'an also says: "O Prophet! Tell your wives, your daughters and the women of the believers that they should draw lower upon themselves their jilbabs" (33:59).

The jilbab is a wide dress that should cover the hair also.

In both verses the reference is to "the believing women", so it is not to be taken as a cultural practice but religious one.

There are also several hadith explaining the necessity of covering of the head and hair.

Yes you are allowed to get married to him because he is a Muslim like you and all Muslims are allowed to marry with Muslims as far as the marriage does not cause harm to religion.

a Sunni woman can marry a Sunni man with a Shia father.

It is worth to note in this regard that three of the four major Sunni schools - the Maliki, Hanbali and Shaf'i schools - require the consent of the wali/father for marrying the woman; the Hanafi school however does not deem it necessary.

Muslim female is required as part of religious obligation to keep her dignity by observing full Hijab in front of Non Mahram men. Outdoor games in front of non Mahram men should not violate full Hijab otherwise it will not be permissible.
