What exactly defines a Qasam? If I say to my son that if you don’t do your homework I do Qasam that I will tell your teacher, and then he doesn’t do his work and I don’t tell his teacher, in this case is it a vow or oath that I have to expiate?

The Qasam which is obligatory to fulfill is when you take the name of Allah in it. If you did not take the name of Allah, then such Qasam is not obligatory and no Kaffara on you if you do not fulfill it.
