It is not permissible to wear or use any stolen cloth in any time and any situation. Wearing stolen cloth is not only a sinful act but also invalidates the Prayer.

The uniform of Hawzah students is now commonly worn after completing a minimum amount of studies, no less than 5 to 7 years, qualifying him to have the moral standards of 'Ulama and efficiently share Islamic knowledge and answer shar'i questions. 

This would also mean he has surpassed this time and studied full-time in a well-established and recognised Hawzah, like Najaf, Qom, Mashhad, etc.

If it is a crucifix, or any symbol that represents another religion, then it would not be permissible to wear. If it is just a cross, and would not be seen as a crucifix, then it would be permissible.
