Not compulsory. Although it is always recommended to be with Wudhu as much as you can, but it is not obligatory to be with Wudhu for reciting Ziyarat or for reciting Quran or reciting Du'a. It is just recommended and not obligatory.

Touching the words of the Quran without Wudhu or Ghusl is Haram.
However, Touching other parts of the Quran, like the cover, page margins, etc. without Wudhu or Ghusl, is not Haram, but it's Makrooh.

Yes, it is permissible to recite Quran with out Wudhu, though it is recommended to be with Wudhu when reciting Quran. In fact,nit is recommended to be with Wudhu all the time.

No, it is not allowed to wipe over the Hijab for Wudhu. Wiping for Wudhu must be on the head or the hair itself and not on cloth covering the head.

Wiping over the feet is an obligatory part of Wudhu, but washing legs is not a part of Wudhu and can not be done as part of Wudhu. You can wash your legs any time but never think that it a part of Wudhu, otherwise it will be a Bid'ah.

Wudhu is valid on naturally oily face. If the oil is much more than the usual, then you can wash it before performing the Wudhu.

You need to wait till the blood stops, then perform Wudhu. If the blood does not stop, you put a bandage or plaster on it and perform Wudhu with wiping on the bandage.

It is not obligatory to perform Wudhu if you are not touching the real Quranic text. It is always recommended to be with Wudhu when you recite Quran and even all the time.

If the long nails stop water from reaching to any part of the hand which must be washed in Wudhu, it will then cause the Wudhu to be invalid. But if you ae sure that water is reaching to every part of your hand which must be washed in Wudhu, then you have no problem.

It is better to avoid long nails as it can cause some times preventing water from reaching and if such thing happens, the Wudhu will be invalid.
