If the water you poured was Qaleel ( Less then 384 liters) ) then it is still Najis, but if the water poured was Kurr (384 liters or more) or tab or current water, then the clothes are Taahir.

If it is water resistant, you cannot do wudhu with it. As for a fake tan, as long as it is not "water-proof", you can do wudhu over it.

The criterion is water reaching the skin, for wudhu and for ghusl.

When tap water is used and the Najis item (A'yn al-Najasah) is removed then there is no question of impurity remains. Cat food by itself is not necessarily Najis unless it contains Najis ingradeint.

If the Najis fabric is from pork or dog or non Halal animal skin, then there is no way to clean or purify such material. If the Najis fabric is not Najis Al-A'yn, then you can wash it with water and make it Taahir.

The Hadeeth narrated from the Prophet Muhammad (SAWA) states: الوضوء بِمُدٍّ والغُسلُ بِصاع) Wudhu is with one Mudd (750 ml of water) and Ghusl is with one Saa' (3litres of water. Wasting water in Wudhu is not good and some Ulama said that it is Haraam.

If you repeat your Wudhu because repeated doubt, you must refrain from that and ignore the repeated doubts.

If you are not sure that the food was been touched by a Mushrik with wetness, then you can take as Taahir, but if you are that it was definitely been touched by a Mushrik with wetness, then you must avoid consuming it.
