You should not allow any action which contradicts or causes not performing any obligatory prayers. No. You do not need to do ghusl. The only time you will need to do ghusl is when the seminal discharge is by ejaculation, or intercourse. The pre-seminal fluid, etc, do not need ghusl. In your case, as it came out with urine, it just needs washing.

After urinating, all the remaining semen has gone away. The liquid which you saw later is called Wathi وذي which is not Najis and does not require any Ghusl or Wudhu. You do not need to repeat your Ghusl.
