If the ayn an najasa was still left on the clothes (for example pieces of fecal matter) then yes they would be najis. However if it was only stains left such as blood stains, then this wouldn't  be najis as the actual najis substance has been removed.

The main things one should consider in looking for a spouse is religiosity and good manners. However there is no problem in preferring a specific type or also marrying someone if you like their culture.
 

Let's say for example that a woman wanted a Persian looking husband and liked Persian culture; this preference wouldn't be an issue as long as she pursued this in a halal manner. 

So you may make dua for a religious spouse who fits your personal preferences.

No this is not the case. The Shia Muslims believe that the prophet Mohammad (sawa) who possesses prophethood, messengership and imamah, is the highest of all creation. Anyone saying otherwise is a deviant and ignorant. 
 

In a narration from Al-Kafi, Imam Ali (as) when asked by a Jew if he's a prophet, replied the following: 

إنما أنا عبد من عبيد محمد صلى الله عليه وآله

I am only an 'abd (slave) from the slaves of Mohammad (sawa). 
 

'Abd in this context means a servant or slave in the sense of complete obedience and not worship. The Quran also uses the word 'Abd for the non-worship sense too. Check 24:32. 
 

Therefore, despite the unfathomable status of Imam Ali (as), he shows that he is in a lower position as compared to Rasullah (sawa) by expressing his obedience and veneration to him. 
 

So then imagine the status of rasullah when someone such as Ali expresses such a statement!

Such matters should be for a legitimate Islamic government who can implement such hudud, or under an infallible as some scholars would state.  
 

One cannot take matters into their own hands. Even some ulema who may allude to doing so would forbid it if this caused a Muslim to go into harm or trouble which most likely occur.

Yes telling them to observe the correct Islamic hijab is obligatory upon you and it it is part of enjoining the good and forbidding the evil.
 

Telling them this should be done in the correct manner and not in a way which is threatening or controlling. 
 

Regarding telling them what to wear, if you mean by telling them not to wear the clothing which is not islamically approved then then is fine. 

O you who believe! save yourselves and your families from a fire whose fuel is men and stones; over it are angels stern and strong, they do not disobey Allah in what He commands them, and do as they are commanded. - Quran 66:6
