Khums

In Islam, khums (Arabic: خُمْس‎ Arabic pronunciation: [xums], literally 'one fifth') refers to the required religious obligation of any Muslims to pay one-fifth of their acquired wealth from certain sources toward specified causes. It is treated differently in Shia and Sunni Islam. This tax is paid to the imam, caliph or sultan, representing the state of Islam, for distribution between the orphans, the needy, and the [stranded] traveler.In Sunni Islam tradition, the scope of khums tax has been ghanim, which is defined as the spoils of war.

The answer to this question is circumstantial, based on the view of your Marja' Taqleed regarding whether you are able to dispose of Sahm al-Saadah without specific authorisation. 

However, in general if the lady is a Seyyidah, a Shi'iyah, and needy, then it would be permissible to give Sahm al-Saadah to her. 

It would be best that you refer to the fatwa of your Marja' Taqleed for this.

Yes, in MOST cases, savings are khums applicable - even if one is saving money with the intention to perform the hajj, that savings must still have the Khums taken out on it.

The child who lives with such a father does not have to consider the things brought into the house as being usurped (ghasbi) andn the child can make use of them with no problem.
