Sadaqah or Sadaka (Arabic: صدقة‎, "charity", "benevolence", plural ṣadaqāt صدقات) in the modern context has come to signify "voluntary charity". According to the Quran, the word means voluntary offering, whose amount is at the will of the "benefactor".

You must try everything possible to give back the rights of others on you to them. If you are completely unable to reach to them, you then should give their money or items to the poor believers on behalf of the real owners whom you could not reach to.

It is wrong to take money from any government agency with out having the right for it. Muslim should always be sincere , truthful and honest. 
'You need to return that money to its owners and if can not, then give it to the poor on behalf of the owners and not as a donation from you.

It can be kep and used by the family or friends or given to charity if the inheritors want to give it to charity. It is owned by the inheritors and they can donate or gift or use it.

Islam teaches us that we are responsible to others. We must be kind to God's creatures. Whenever the Qur'an advises us to donate, it does not make it specific to Muslims.

 What we commonly refer to as "sadaqah", or charity giving is mustahab, and it can be given to anyone; a Seyid or a non-Seyid.

It is only the wajib zakat (for example) of a non-Seyid that cannot be given to a Seyid.

You can give charity on their behalf, pray for them and also bring awareness to others about their situation. We must pray for the return of Imam Mahdi (aj) which is the solution to end the oppression in the Earth. 
 

According to a prophetic narration, we must stop oppression  by our hand if we are able, if not then we speak against it and if we are not able then the last step is to hate it in our heart.

1. Islam does not allow any one to him other person. Husband is not allowed to hit his wife. What has been mentioned in Quran (4:34) has been misunderstood by translators. Our leading scholars have explained the meaning of it according to authentic Hadeeths from the Prophet (SAWA) and Ahlul Bayt (AS). We have authentic Hadeeths blaming and attacking the person who hits his wife and state that beside the sin that he has committed, he must pay a penalty to her which depends on the effect of the hit on her body.

2. She is free to give charity with out her husband's permission or even knowledge if she gives from her own money or money given to her by him for her, but if she wants to give from his own money, then he should approve that. This rule is general in Islam in all cases of using or dealing or giving the money of any one. The owner of the money must allow or approve that.

If your intention was to give Sadaqa for the poor and needy, then you have to give it to a poor or needy after being sure that they are poor and needy. Many of those who beg on the streets are not needy, so giving hem will not fulfill your responsibility to give to the poor.

If your intention was to give Sadaqa for any good cause, then you can give it to orphanage, Masjid, Imambargah or any good cause including poor and needy.

as salam alaikum

there is no relation between a Sayyid girl marrying a non-Sayyid man and the sadaqah that is not allowed on Sayyids. So it doesn't make any difference that a Sayyid girl is from the progeny of Muhammad, peace be upon him and his family, in this regard. In Islam, Muslims are encouraged to marry a pious and religious people, committed to the Din in order to please Allah Almighty, be they Sayyids or not.
