No. Masturbation is a sinful act and we are not allowed to commit it under such excuse. Masturbation itself is itself a sinful act, and it can never be permitted for a Muslim female. There are many things mentioned in Quran and authentic Hadeeth which help avoiding falling in sexual sinful acts like:1. Fasting which helps a lot in controlling sexual urge. 2. Avoiding things which increase sexual urge like photos, films, music and songs.

If he knows that his masturbating can lead him to ejaculation by accident, his act of masturbation is a sinful act and he has to pay Kaffara along with Qadha of the fast if that day.
If ejaculation happens completely unintentionally then no Kaffara.

If you did not know that masturbation invalidates the fast and you committed masturbation during the days of the month of Ramadan there is no Kaffara on you but Qadha of the fast of that day. If you did not know that Ghusl of Janabah is compulsory for a valid fasting you need to keep Qadha (Qaza) for every day of fasting which you are sure that you were in the state of janabat. Wassalam.

If the ejaculation occurred without intending to do that, Qadha is must of that fast. Kaffara is obligatory if it was done intentionally. But how can one masturbate with out intending to do it? Was he sleeping. If he masturbates while he was awake then he has committed it intentionally. If he masturbated but his intention was not to reach to ejaculation, and ejaculation occurred with out his control, that might be possible.

In Islam, masturbating is haram. If the woman is married, it is her husband's duty to satisfy his wife's sexual needs. It is very oppressive and selfish if he does not. We have numerous hadiths that mention this as well.
If, for whatever reason, the husband is not fulfilling his duty and catering to her rights, it does not give her permission to do haram, and she must address this with her husband, or find other solutions.
