You didn't ignore the child out of bad intentions, in fact the mere thing that you are thinking about it, shows that you want to help the needy in future. So ask Allah swt to help you next time do what is right in the appropriate time. As it is famous when one intends to give charity, Satan interferes and tries to prevent him. May Allah help us all do the right thing in its right time and way.

Unlawful income is unlawful to use in any thing even in charity. It should be given back to its real owner or to the Marje' of Taqleed as Majhool Al Malik ( Unnkown owner) who will spend it in charity on behalf of the real owners.

Allah is helping us in each and every matter, but sometimes people do wrong to themselves and to others. Those who are not paying back the rights of others are doing wrong and they will face the sequences of their bad deeds. You should never blame Allah (SWT) for the behaviour of people.

You should supplicate to Allah to help us more and enable us to face the challenges of life.

'It is very good to repeatedly seek foregiveness ASTAGHFIRULLAH, and repeatedly say Salawaat ALLAHUMMA SALLI ALA MUHAMMAD WA AALI MUHAMMAD, and to repeat LA HAWLA WALA QUWWATA ILLA BILLAH.

Unlawful money must be given to its real owner if you can reach to them, or to be given to poor persons ( believers) on behalf of the unknown owners of the money.

Radde Madhadhaalim ( Radde Mazaalim) is to be given to the Marje’ of Taqleed to distribute it among poor believers.

If your mother gifted you the amount of buying the phone and you received the amount, then that amount has become your money. If she told you to take such amount from her money to buy a phone, as part of her will, then that amount will be yours according to her will as far as the amount does not exceed on third of her estate.

Knowledge precedes everything, especially if it is Ilahi knowledge, studying about your religion and learning the 'Ulum of Ahlul Bayt (a.s.).

Studying Hawzah is free of charge, and if for whatever reason a certain institute that offers Hawzah studies charge a fee, they are usually a bare minimum which any person would generally be able to pay.

Should your plan be to travel to Qom or Najaf to study Hawzah, you will only need to pay for the air ticket, and basic expenses to establish yourself there. The Hawzah will then give you some monthly wages.

This could eat into your budget you have allocated for marriage, but if you have become acquainted with Islam, you will know that the process of getting married should also be cheap and reasonable. By avoiding excessive things, you will also be able to get happily married.

Therefore, I do not see any of the two to be an obstacle, or affect the other, as long as you are making the correct choices. You do not have to choose one over the other, but rather pursue both at once.

With your tawakkul on Allah ta'ala, and sincere intentions, and dua, you will successfully accomplish both, in shaa Allah.

With prayers for your success.

No unless the Marje' of Taqleed permits. Usually such works should be funded by the believers from their own money and not from the money of Khums which should go to the most deserving people.
