Yes, but it is better if it can stay outside (such as in a dog house, if that is possible on your property; these days, they do have outdoor heaters for animals if that is a possibility).

I am sure you are familiar with the hadith saying that having a dog inside affects acceptance of prayers; Allah knows best. Of course, we are also supposed to be compassionate, and it is not compassionate to let it freeze to death!

It is always mustahab to perform wajib prayers in congregation. There are many traditions that emphasise on Jama'ah prayers, and how multiplied the reward will be when conducted in congregation. 

With the absence of a qualified religious scholar, there will still be a virtue of Jama'ah prayer. In brief, the person who leads should be known for his piety, and also have knowledge of the rulings of prayer.

Bismihi ta'ala

A revered scholar had once recommended that Ayatul Kursi be written with safron on 4 pieces of paper, and placed in the earth of four corners of the foundation of the house. 

Aim at having the house a hub for dhikr of Allah ta'ala, and to dedicate programs in remembrance of Ahlul Bayt (a.s.). A blessed house in the eyes of Allah ta'ala is a house devoted to serve others, and brings kin together.  

Once the house is done, it is recommended to invite people and feed them. Giving Sadaqah is also highly recommended.
