Such matters should be for a legitimate Islamic government who can implement such hudud, or under an infallible as some scholars would state.  
 

One cannot take matters into their own hands. Even some ulema who may allude to doing so would forbid it if this caused a Muslim to go into harm or trouble which most likely occur. 
 

May Allah grant you success 

One could refer to Article 18 of the Declaration of Human Rights as stating that all people have the right to practice their religion publicly or privately. However, this doesn't encompass all spaces (for instance, I can't go to my neighbour's house uninvited and just start praying); it can be construed as a general idea that people should have the overall right to observe their religion in their country.

Temporary marriage is the solution for sexual needs of human beings who are unable to have permanent marriage . It is the way to save them from sinful acts.

As the need was existing all the times, no doubt, the prophets have guided people to the same solution.

No force in faith at all, means no one can be forced to believe in the Faith,

لاإكراه في  الدين  (No compulsion in Faith)

al-Baqarah, Verse 256.

But social system in Muslim society must be according to the rules of Islam for all who live in the society , and no one should be allowed to break the social system whatever his faith might be.
