My mother dropped a packet of chocolate on the floor where dogs are usually walking, laying and urinating. She then picked up the packet from the floor. Would the packet and her hand become impure as a result? If so, how can she purify them?

If you are 100% sure that the chocolate packet touched a part of the floor that definitely became najjs, and that the chocolate packet had moisture on it, then yes it would be najis. This would easy to purify as you could merely put the packet under a tap or just remove the chocolates. If however the floor was dry and so was the packet, then it isn't najis.

I am not sure if the ground at my school is Najis and sometimes in PE outside or during break I sit on the ground. Do my clothes or part of my body become impure?

No. Everything is Tahir for you until you know for sure that it is Najis. As you are not sure that the ground is Najis, you can consider it as Tahir.

When any part of our body or cloth is impure can we freely touch the impure area while doing our routine work even if sweat comes on our hands or body and touches those impure areas?

Yes, we are allowed to touch any part of our body even if it is impure, but if our hand or the impure part was wet, then our hand becomes impure also and needs to be washed with water to be pure again before performing Prayers.

Can a vet do Wudhu and pray on time while being in a state of impurity due to handling of dogs or does he have to wait to get back home and bathe and pray all the Qadha namaz together?

Touching any Najis item including dogs or its urine etc does need Ghusl at all. You need to wash the part which touched the Najis item with water, then perform Wudhu and pray. It is a sinful act to delay performing the Prayer till it's time goes. Performing the Qadha namaz will not omit the sin of not praying within the time of the prayer.

You must perform your Namaz within its time under any circumstance.
