You must try everything possible to give back the rights of others on you to them. If you are completely unable to reach to them, you then should give their money or items to the poor believers on behalf of the real owners whom you could not reach to.

It is wrong to take money from any government agency with out having the right for it. Muslim should always be sincere , truthful and honest. 
'You need to return that money to its owners and if can not, then give it to the poor on behalf of the owners and not as a donation from you.

Islam teaches us that we are responsible to others. We must be kind to God's creatures. Whenever the Qur'an advises us to donate, it does not make it specific to Muslims.

Yes, if you have to choose between a poor believer and an infidel, it is preferable to help the believer.
