If the oil on the skin does not form a layer preventing water from reaching the skin, then Wudhu on it is valid, but if the oil on the skin has formed a layer preventing water from reaching the skin then Wudhu will be invalid and she needs to remove that layer by washing it then perform Wudhu.

Some doctors advise to go to the toilet before performing Wudhu so that the gas is out of your stomach during your prayers. If the wind is continuous with out stopping,b then you just need to perform one Wudhu and pray even if wind come out. If the wind stops for few minutes, then you need to perform your Wudhu and Prayers during that period before your Wudhu is broken.
