It is permissible and even recommended to supplicate to Allah, The Glorious to protect us from evil people. Regarding making Du'a against others, it is better to pray for forgiveness for you and them and Allah's protection.

All of us need to seek from Allah, The Glorious to Grant us whatever He Know the best for us and never rely on our wishes and thinking and imaginations which are based on our limited knowledge, while Allah (SWT) Knows everything which is good for us. Relying on Allah's order is the best for us.

Making Du’a for someone during Salah or Sujood can be in your own language and not necessarily in Arabic. Your Prayer is valid as far as you seek from Allah (SWT) and don’t talk to people.

Many Quranic verses are very useful in this matter e,g (WA ITHA MARIDHTU FAHOWA YASHFEEN) وإذا مَرِضتُ فَهُوَ يَشفين

Tis verse is in Sura Al-Shu'araa, verse 80.

Repeating it is very useful.
