What is the ruling on engaging in Mutah with a girl who does not have a father?

If the virgin girl has no living father but has a paternal grand father, his permission or approval will be enough. If she has no living father nor paternal grand father, then she can decide herself for herself and does not need a permission from other family members.

How does one do Mutah with a Sunni who is a virgin and her parents are divorced? Her father isn't really around and hasn't been for some time and her grandfathers have passed away. Whose approval would I need to seek?

You will need to seek consent from her father. 

Mut'ah is for certain circumstances that would be of benefit, and therefore plans should always be made towards Nikah marriage.

Is it true that you do not need the permission of the father of a woman of the Ahlul Kitab since the concept of Mut'ah is not something they believe in?

If she is not virgin, she is allowed to marry with out her father's permission.

Yes, whether the female is Muslim born or converted to Islam, he will still need to follow the correct shar'i and traditional Islamic custom of process of proposal and everything else. Involving family in the marriage proposal is extremely important, and so is seeking their blessings and happiness.
