A lie is an assertion that is believed to be false, typically used with the purpose of deceiving someone. The practice of communicating lies is called lying. A person who communicates a lie may be termed a liar.

A person has borrowed some money from me but he isn't giving it back even after being requested for it many times. Can I ask him to return my money giving a false excuse?

You have full right to get back your money from him through any lawful way but not through false statements. Lying is forbidden.

Lying is saying or expressing falsehood or untrue things. Making excuse depends on the excuse itself which can be true then it is true and permissible as we read in the life of Prophet Ebraheem (AS) in Quran when he wanted to avoid accompanying the wrong people by saying : I am sick ( Sura 37, verse 89).

But if the excuse is untrue e.g. telling someone: I have no money, when you do have money, then it is Haraam.

Avoiding Haraam act is Must and there is no space in the life of believers for unlawful acts willingly. Preventing Haraam in obligatory in every possible way.

Thank you for your question. If you are unable to tell the truth and express that something is against your faith or not recommended in your faith, then you can choose your words such that the person you are speaking to understands one thing, and at the same time you are not directly lying. This is called tawriya in Arabic and is permissible.

If a person swears by his father, for fear of swearing falsely by Allah, and tells a lie that his father is dearer to him than Allah, then has that person committed Shirk?

Shirk is worshipping or believing in worshipping any one or thing beside Allah (SWT). False oath or swearing is a sinful act but it is not Shirk.

Lie . Repentance (Tawbah)
I told a lie a while ago and now regret doing so as that person still believes what I told them. Am I still sinning? Is repenting enough to clear the lie?

1. You need to inform that person to rectify his information. f the lie caused him or any one else any harm, you need to seek pardon from them.

2. You need to seek forgiveness and repeat Esteghfaar.

3. You need to decide not to lie again.

May Allah (SWT) forgive you and all the believers and keep us always with the truthful.

It is not my place or anyone's place to say whether Allah will forgive you, but, inshallah, if you ask Allah sincerely for forgiveness and pledge to try to not to lie in the future, you can have hope that Allah would forgive you. Allah is merciful and it does not benefit Allah to punish us! The important thing in life is that we are trying our best and we recognize when we make mistakes. 

It is said that, during the time of the Prophet (S), one of the companions was involved in a number of serious sins such as drinking, unlawful relationships with women, and even stealing. [I am not saying you are, but clearly this man had a lot of problems.] One day, he went to the Prophet (S) and told him he was doing all of these things but he could not stop all of them at once, so which one should he stop? The Prophet (S) told him to stop lying. 

The man was surprised since lying seemed to be the least of his problems, but he accepted the advice and left, swearing solemnly never to tell another lie again.

However, he soon realized why the Prophet (S) had said this. For when he had a chance to steal, or drink, or do something else, he thought, "If I do this, and the Prophet (S) asks me if I did it, I will have to tell him the truth." And then he thought of how embarrassing it would be if he had to tell the Prophet (S) what he was doing. And so it wasn't long before he stopped all of these other sins as well.
