No , it is not permissible for a Muslim woman to touch a non Mahram man even with gloves unless there was an urgency. Cosmetic procedures are not life saving medical urgency, that is why it is not a valid reason for a Muslim woman to touch a non Mahram man even with gloves.

Every person who wants to go through a cosmetic surgery must avoid any possible harm on his body. Surgery should not involve sinful act like exposing his or her body to non Mahram.

It is allowed to go for cosmetic procedures as far as it is not harmful for health and female is practicing her full Hijab. Muslim female is required to avoid showing her beauty to non Mahram males.
