This Verse was mentioned to inform about the disastrous result of the enemies of Allah in the Day of Judgment (يوم الفصل ), then it was mentioned after reminding them about what happened to those who committed the same bad before them, and how Allah destroyed them , warning the infidels that they will face the same here and hereafter. Then Allah reminds them about how He created them in this life which will end, where the infidels will face the disastrous results of their crimes. Then Allah reminds them about His bounties in this earth and water, where infidels will end up with their results. Then Allah mentions details of the Day of Judgment in three parts with the sever punishments of the infidels. Allah will tell them then : This is The Day of Fasl (يوم الفصل) We have gathered you with all who were before you, If you have anything to do against Allah, then Do it.

So, it clear from the repeated verses that they were been mentioned in consequence of different situations to inform about the result of the infidels and worn them.
